Haha! xD Bobby usually tends to mean a person/thing. In the north (where I’m from) it usually means a person (regardless of gender, but I’ve heard it used more among guys) who can pull something off, be it doing something well or “scrubbing up well” in fancy clothes. I.e. someone you know (who doesn’t usually) wearing a suit for a special occasion: “Aren’t you a bobby dazzler?!” xD
I’ve not heard many people my age use it, mainly people of my Grandpa’s generation (back when a load of steel works were still around).
Hopefully that clears a few things up haha! xD
